Lt Col. Joseph Ndayishimiye is a Rwanda Defense Force (RDF) Senior Officer in the Rwanda Air Force, currently working as the Director of Flight Operations & Training at Akagera Aviation. He has an experience of 24 years in Aviation, where he has served in different positions; as a Pilot, Safety Officer, Flight Instructor and Chief Pilot.
He holds Rwanda CAA and FAA Airline Transport Pilot Licenses and Flight Instructor Licenses. He also holds a Master of Arts Degree in Security Studies from University of Rwanda and a BSc Degree in Computer Science from Royal Melbourne Institute of Technology.

Ines Uwimbabazi is a Project Engineer in charge of airports infrastructure development at Aviation, Travel & Logistics (ATL). ATL is a holding company established by the Government of Rwanda with the mission to bundle air transport businesses for sustainable growth of the sector.
Ines is also a Professional Quantity Surveyor with a Master’s degree in Construction Project Management from the United Kingdom who possesses a diverse skill set and experience in airport technical operations.

Mr. Thierry KALISA
Thierry Kalisa is Senior Economist, Head of the Macroeconomic Policy Division in the Ministry of Finance and Economic Planning. His work covers the areas of economic research, Macroeconomic analysis and tax policy. He graduated from University Lyon 2, France, with a PhD in Economics and has teaching experience for various economic courses.

Mr. Parfait IZERE
Parfait IZERE is a Member of Rwanda Airport Company Board of Directors since March 2020.
Since 4th November 2017 to date, Parfait is currently serving in Rwanda Law Reform Commission and his position is Law Revision Analyst with main responsibilities the analytical review of Rwandan laws, legal research analysis and development of proposals for initiation of new laws and amendment of exiting one to fit them with Rwandan policies.
Parfait’s earlier professional experience was acquired in:
The Ministry of Justice where he served as a Public Seal and Quality Assurance Specialist/State Attorney from the 1st February 2015 up to 3rd November 2017;
The University of Rwanda/College of Agriculture, Animal Sciences and Veterinary Medicine as a Director of Administration and Human Resources Management & Legal Advisor from 1st September 2011 up to 31st January 2015;
The Judiciary as a Court Registrar from 23rd October 2009 to 31st August 2011.
Parfait is a lawyer and holds a Master degree (LLM) in Public International Law.

Mr. Diana Ngangure
Diana Ngangure is an Electrical Engineer, serving as an Acting Technical Advisor to the Minister of Infrastructure. The Ministry oversees the Energy, Water and Sanitation, Urbanization and Housing as well as Transport (including Air transport - Airports Management and other means of Transport) sectors.
Diana is finalizing her Master’s Degree in Energy from United Kingdom - Herriot Watt University, and she has experience in policy formulation and monitoring the implementation of infrastructure sector strategies.
