Mr Charles Habonimana is the Managing Director of Rwanda Airports Company – RAC since June 25th 2020. he is the Board Member and Member of the Executive Committee of ACI Africa for 2023-2025. he is also the Board and Executive Committee Member of UGAACO(Union of West and Central Africa Airports Managers).
He holds a Masters of Arts from the University of Rwanda and a Bachelor’s Degree in Administrative Sciences from Kigali Independent University-ULK. Mr Charles has over 12 years of working experience in Human Resources Management, Cooperatives and Business Promotion, Governance and Territorial Administration, Infrastructure and Urbanization.
Mr. Eustache Karagire is currently the Director Air Navigation Services at the Rwanda Airports Company since April 2012 with over 15 years of accumulative experience in Information Technology and Telecommunication engineering. He has a degree in Information Technology Engineering.
The Directorate manages, co-ordinates and directs all the functions of the Air Navigation Services which include but not limited to the airspace management, air traffic management, communications, navigation and surveillance, aeronautical information services, procedures for air navigation services, cartography within Rwanda airspace for manned and unmanned aircraft movement.
Hands-on experience in the fields of information technology and electronics, main roles and achievements are modernizing and automating Air Navigation Services such as air traffic management for manned and unmanned aircrafts, aeronautical meteorology and aeronautical information services by ensuring that the appropriate air navigation services for aircrafts in flight are provided in accordance with national Regulations and ICAO Standards and Recommended Practices.
He has played many roles in the Region such involvement in airspace initiatives in COMESA Region held position of Assistant Project Coordinator of COMESA Airspace Integration Initiative which was concluded in June 2019 with a Regulatory, Institution and technical framework basis on which a Seamless Regional Airspace can be established.

Mr. Katabarwa Daniel is our vibrant Director of Finance with over 10-year of experience in financial management, financial statements audit and advisory services, 7 of which have been at senior level positions.
Prior to joining Rwanda Airports Company Ltd, He worked as a Finance Expert at Rwanda Civil Aviation Authority. He also worked as a Senior Auditor at KPMG Rwanda from 2010-2016.
He holds Bachelor of Business Administration in Accounting from Makerere University, Kampala -Uganda, IPSAS - International Public Sector Accounting Standards (ACCA) and Finalist Certified Public Accountant (KASNEB- Kenya).

Mr. Emmanuel TWAHIRWA
Emmanuel Twahirwa is the Director of Human Resources and Administration at Rwanda Airports Company Ltd (RAC) since 2019. Emmanuel joined RAC with about 12 years of work experience from public service and academics. Prior to this, he was the Director of Human Resources and Administration at Rwanda Housing Authority (RHA).
Before joining RHA, he was the Human Resource Manager at Rwanda Agriculture Board. He had also previously worked as Human Resource Officer at Rwanda Agriculture Development Authority (RADA).
Since 2009, Emmanuel also served as part time/visiting lecturer and trainer in different teaching and training institutions including Rwanda Management Institute among others.
During his tenure at RAC, he has been a strategic advisor to the business in human resource and administration, contributing to the growth of the institution.
Emmanuel holds a Bachelor’s degree in Public Administration and a Master’s Degree in Development Administration and Management both from Kampala International University.

Amos KIIZA is the Director of Legal & Company Secretary for Rwanda Airports Company. He joined Rwanda Airports Company from the Ministry of Infrastructure as its then Legal Advisor. Amos holds a Bachelor of laws Degree (LLB) and Master of laws degree (LLM) from the University of Dar es Salaam school of law. He also holds a Post-Graduate Diploma in Legislative Drafting and contract Management from the Institute of Legal Practice and Development (ILPD). He further holds a Post-Graduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD). He is pursuing an advanced certificate in Certified Secretaries course by Kenya Accountants and Secretaries Examination Board (KASNEB) Nairobi-Kenya.
He holds other various certificates in law which include; Certificate in Contract drafting, negotiation and Management, Certificate in International Taxation and Insurance, Certificate in International Business Transactions and Negotiations obtained from Nairobi-Kenya, Certificate in Leadership skills, Peace building and Conflict Resolution obtained from Uganda, Certificate in International Arbitration (counsel skills based training course) awarded by the University of London and a Human Rights certificate awarded by the African Court of Human and People’s Rights in Arusha-Tanzania.
He has a strong background and experience in legal research, drafting with major focus on Constitutional law, Infrastructure laws (Aviation, Energy, and Transport laws), Corporate law/governance/ financial law, Contract law, labour law as well as Financial markets (capital markets, securities and stock exchange). He is a passionate reader and likes doing research in the aforementioned domains. He is fluent in English, Kiswahili, Kinyarwanda and has working knowledge of French.

Major Emmanuel Gacinya is Director Kigali International Airport (KIA). He has 13 years of experience in Airport Management. Previously he was Head Operations at KIA where he developed and implemented crisis & operations management plans. In addition, he oversees airport operations coordination, airport development, airport compliance with International & National standards. The aforementioned application of industry leading standards resulted in KIA being presented the prestigious Airport Excellence in Safety award from Airports Council International (ACI-APEX).
Major Gacinya also served as In Charge of Airside Operations for Kigali International Airport tasked with providing a safe operational environment for aircraft, equipment and personnel.
Prior to this he served in the Rwanda Defense Forces as an Air Force Officer where he was assigned different responsibilities.
Major Emmanuel Gacinya has Bachelor’s Degree in Law from Independent Institute of Lay Adventists of Kigali (INILAK) and has various certificates in Aviation (Airport operations, safety, Aviation security, crisis management, aircraft recovery, non-aeronautic revenues, Quality Management System and others) obtained from different aviation training schools.
