Francis Rugema is the Manager of Corporate Information Technology at the Rwanda Airports Company (RAC). Francis provides leadership for the continued development of an innovative, robust, and secure information technology environment throughout RAC.
Francis brings 18 years of experience in the field of information technology and has a diverse background in corporate IT settings, with extensive experience in enterprise computing. At RAC, he oversees the Information Technology (IT) unit as well as setting IT direction and coordinates infrastructure and service delivery across all RAC operated airports. He is responsible for IT units which support enterprise applications, enterprise data, user support, infrastructure, communications, and information security.
Previously, Francis served as the Head Airport Terminal Systems Management at the Rwanda Civil Aviation Authority (RCAA), where he had a similar portfolio. At RCAA, he oversaw implementation of RCAA’s IT strategy.
Francis holds a B.Sc. In Information technology from MT. Kenya University and a post graduate diploma in advanced computer studies from the Kigali Institute of Science and Technology in addition to numerous IT professional certifications.
Mr. Robert GATSINZI
Manager Procurement
Mr. Robert GATSINZI
Robert has more than 10 years of experience in procurement in both public and private sector. He has extensive experience in several domains of procurement and contract management, from designing to implementation with respect to the Rwanda Public procurement laws, World Bank and African Development Bank guidelines. He has served in different procurement portfolios for the Ministry of East African Community Rwanda/Trade Mark East Africa, Supreme Court of Rwanda/DFID, Rwanda Transport Development Agency (RTDA), Ultimate developers limited (UDL) and lecturer at University of Rwanda. Robert holds a bachelor of Laws Degree from the National University of Rwanda, a Master’s Degree in Public Procurement for Sustainable Development fromTurin University –Italy and various certificates of training in procurement and contract management. He has excellent command of Kinyarwanda and English as well as working knowledge of French. He is a member of the Rwanda Public Procurement Professionals in charge of discipline and Lawyers of Hope.

Ms. UMUTESI Annonciata
UMUTESI Annonciata is a Rwandan female national who holds a Bachelor’s degree in Public Administration from National University of Rwanda. She is also a Chartered Human Resource Analyst since 2017.
UMUTESI is the Manager of Human Resources and Administration at Rwanda Airports Company Ltd (RAC) since 2018. Prior to this, she was the Education, Training and Development Officer from July 2006 and the Human Resources Records Officer since 2001 to June 2006 at the Rwanda Civil Aviation Authority.
At RAC, she is providing advice in HR related matters, ensuring adherence to HR Manual, related policies and other governing Laws thereby contributing to the growth of the Company.
She is trained in Employee Relations, Retention and Motivation course, Advanced Human Resources Management and Development Course, Human Resources Manager’s training programme, Instructions in Management and Leadership Strategies, FAA Course on Resolutions of Safety Concerns (International), Safety Management Systems in Aviation Course and Airport Commercial Planning Course to mention but a few.
Mrs. Esperance AKAMAHORO

Mrs. Esperance AKAMAHORO
Mrs. Esperance has more than 16 year’s extensive experience in different fields in the aviation industry where she worked with Rwanda Civil Aviation Authority and the Rwanda Airports Company Ltd.
She is the Manager of Internal audit her role is to provide independent, objective assurance and consulting services designed to add value and improve RAC’s operations, management, internal control and to minimize risks.
Previously she worked for RCAA and RAC for the past 10years as the Manager of Business development and marketing, where she was assigned to development of Airport Business, route development, Airport Commercial, Marketing Airport and route development. She has also worked in RAC as customer care Manager where she was assigned to passenger handling and facilitation at the airport. She has also worked in RCAA in Finance and in the internal audit departments.
She has a proven track record in dealing with the negotiation and interpersonal client relationship building skills, skills in preparation of international aviation conferences and meetings and financial skills.
Mr. James MURERA
Manager Aeronautical Information Management
Mr. James MURERA
James MURERA is the Manager of Aeronautical Information Management (AIM) department in Air Navigation Services Unit of Rwanda Airports Company.
He spent twenty- five (25) years working in aviation industry. He took an entry-level position as a briefing officer in Régie des Aéroports du Rwanda in 1995, which in 2002 changed to (Rwanda Civil Aviation Authority).
In 2001, he was promoted to his current position after attaining a Certificate in Basic Aeronautical Information Services from East African School of Aviation.
He graduated from Kigali Institute of Science and Technology (KIST) with a Bachelor’s degree in Business Administration (BBA) specialized in Marketing.
He is obsessed with all information related to aeronautical information management because of the skills and experience he acquired from the Aviation training courses he underwent since the time he joined aviation industry.
He did various advanced courses in aeronautical information services and aeronautical information management as the department is in the transition to aeronautical information management (AIM), there is increase use of computer technology in the management of information for aviation.
His main duties and responsibilities include; Supervision of Aerodrome Reporting Office, International NOTAM Office, AIP Production and Management Office, AIM Quality and Aeronautical Cartography Office that make up Aeronautical Information Management department. He also ensures compliance of AIM staff with competency requirements, liaise with raw data sources, technical document recipients to achieve correct technical documents numbering serialization and correct dissemination purposes.
Mr. Evariste RUMANYIKA
Manager Firefighting and Rescue
Mr. Evariste RUMANYIKA
Rumanyika Evariste is a manager of airport Rescue and Firefighting unit at Kigali international airport with experience of 15 years in firefighting service. I’m responsible for managing all ARFF unit activities and personnel. Prior to begin my fire service career, I was in Rwanda defense force in Rwanda Air force with the rank of captain.
In RAF I served as an aircraft technician as head armament section and attended various military courses later in 2005 I was appointed as firefighting squadron commander and continued my education as a working adult and earned my Bachelor’ degree in Transport logistic and management. In firefighting career, I attended various courses such as fireman ship, advanced course as well as fire officer courses. I’m powerful force in the workplace and uses a positive altitude and tireless energy to encourage others to work hard and succeed.
During my free time I do sports and enjoy with my family.
